Introduction
Importance of SI is clearly emphasized and highlighted by BEM Circular No. 4/2005, which has reminded Professional Engineers that they will be held responsible for problems/failures caused by inadequate and/or unreliable SI in the design of geotechnical/foundation works. The Circular also reminds all professional Engineers of the following:
a) SI should be properly planned by qualified Engineer
b) SI should be properly carried out by qualified personnel/contractor according to approved methods
c) All SI should be properly supervised by qualified personnel.
d) Part IV, Code of Professional Conduct of the Registration of Engineers Regulation 1990 requires Professional Engineers to discharge their professional duty with due care & diligence. Failure to do so contravenes the Act and calls for disciplinary action.
Requirements of BEM Circular 4/2005 to ensure SI is adequate and reliable will be elaborated and illustrated in this workshop with particular reference to how to plan SI properly, how to execute SI professionally and how to interpret SI correctly for foundation and geotechnical designs of building and civil engineering projects.

Biodata : Ir. Neoh has been a Vice Chairman of IEM (2004-2006), Chairman of Technical Committee on Geotechnics (TC5)of Road Association of Malaysia (1997-2006) and Chairman of IEM Geotechnical Technical Division (1996-1998),etc.

He joined JKR Malaysia for 25 years after graduated from UM in 1974. He joined IKRAM Runding Sdn Bhd as Director from 1999 to 2000. Since 2001, he is the Director of E-GEO Consultant Sdn Bhd.

He has published more than 50 technical papers about geotechnical and road engineering in various local & international conferences/seminars/journal.

He is a registered BEM Accredited Independent Checker (Geotechnical).
