Biodata : Ir. Neoh has been a Vice Chairman of IEM (2004-2006), Chairman of Technical Committee on Geotechnics (TC5)of Road Association of Malaysia (1997-2006) and Chairman of IEM Geotechnical Technical Division (1996-1998),etc.

He joined JKR Malaysia for 25 years after graduated from UM in 1974. He joined IKRAM Runding Sdn Bhd as Director from 1999 to 2000. Since 2001, he is the Director of E-GEO Consultant Sdn Bhd.

He has published more than 50 technical papers about geotechnical and road engineering in various local & international conferences/seminars/journal.

He is a registered BEM Accredited Independent Checker (Geotechnical).
 
Qualification : • Doctor of Philosophy in Geotechnical Engineering University of Bristol, United Kingdom.
• Thesis - Highway Cut Slope Instability Problems in West Malaysia.
• Bachelor of Science (Hons) Civil Engineering University of Southampton, United Kingdom (Second Class Upper).

Biodata : Upon graduation from the University of Southampton in Civil Engineering in 1983, he joined JKR where he was involved in various geotechnical designs and reserches until 1988.
He pursued his studies at the University of Bristol, and was awarded PhD in 1989. He continued his service with JKR as a Research Engineer for another 5 years before leaving in 1994 and became a partner in an engineering consultant firm, Perunding ZNA.
In April 2002, he left Perunding ZNA to establish Mohd Asbi and Associates. He is currently the Managing Director of Mohd Asbi & Associates and Innoharvest Sdn. Bhd.
In the subject of academics, he has published more than 40 papers in journals and proceedings for local and international conferences.

In the course of his career, some of his notable appointments are:
• 1983 - 1987
A member of Search and Rescue Team (SAR), Cabinet Committee & MPAJ Board of Inquiry during the Highland Towers Condominium collapse tragedy.
• 1995
Appointed as the lead investigator by Resort World Berhad to undertake investigation of debris flow at slip road to Genting Highland.
• 1997
Appointed by Board of Engineers (BEM) as the lead investigator of the failure of Hill 10, Gua Tempurung.
• 2003
As independent investigator to the construction accident at The Curve project at Mutiara Damansara and collapse gable-end wall at Desa Mentari apartments.

The Consultant for Bukit Lanjan rockfall incident at km 21.8 of the New Klang Valley Expressway.
 
Qualification : Diploma in Civil Engineering from the University of Technology Malaysia (1979)
Bachelor of Science degree in Civil Engineering from the University of Miami, Florida in 1985.
Obtained a Master of Philosophy in Geotechnics from the University of Sheffield, United Kingdom in 1993.
Strength : Geotechnical engineering investigations and design involving slope stability assessment, ground improvement design, foundation design and geotechnical failure investigations.

Biodata : Ir. Lee Eng Choy is the Senior Technical General Manager of Emas Kiara Marketing Sdn. Bhd. He graduated with a Bachelor of Science degree in Civil Engineering from the University of Miami, Florida in 1985 and obtained a Master of Philosophy in Geotechnics from the University of Sheffield, United Kingdom in 1993. He is currently the Deputy Chairman of the Geotechnical Engineering Technical Division of the Institution of Engineers, Malaysia (IEM) as well as a Council Member of IEM.

He started his career as a Structural Design Engineer with the Public Works Department, Malaysia from 1985. He then went on to acquire experience in geotechnical engineering as a Geotechnical Engineer with the Public Works Research Institute, where he has been involved in the planning of soil investigation works, geotechnical designs, and applied research in geotechnics. He then continued on to join a civil engineering consultancy group before being engaged in Emas Kiara Marketing Sdn. Bhd. He has been closely involved in the design and construction of numerous maritime projects, including the Port of Tanjung Pelepas, the expansion of Kuantan Port, and the re-construction of berths at North Port, Port Klang. He thus has extensive experience in Geotechnical Engineering design, investigation and research. Ir. Lee Eng Choy has published more than 30 papers in local and international conferences and seminars.
